CAPABILITY A-MOOC (Capability Adult Massive Open Online Course) & Laboratory  

Elements of innovation Capability A-MOOC - inspired by Digital Skills and Job Coalition(already joined by some of the partners) provides an educational pathway for the enhancement, capitalization and upskilling of digital competences within the DIGCOMP 2.0 and adjusted to the needs of long-term unemployed, low-skilled adults. Digital-literacy correspond to the ability to find, evaluate, use and create content using ICT, relevant to labour market,  where it has a significant impact since it modifies job dynamics, working conditions and skills requirements. So almost half of the population in EU has not the necessary key digital competences and about 20% has none(COM (2016) 381 final). 

 

The innovative character is deductible by: 

-the target: long-term unemployed, low-skilled adults;

-the context of use: orientation for employment while so far experimentations of DIGCOMP have been a-specific and national-wide oriented; 

- the capabilities as a goal: it shifts the focus from the competence’s acquisition to its aware application, meant as the recognition of the conditions that enable its usability. In education it represents the capability that make people aware of their learning progress, so that they are enabled at using them in their life and workplaces.

 

Long-term unemployed are very fragile target since the increased duration of unemployment decrease possibility to find a job (COM(2016) 729 final) due to the accumulation of barriers participation at labour market and society (e.g. aging, impoverishment of personal and professional social networks, decrease of the self-esteem) .In order to tackle those difficulties, AS4JOB draws on a CAPABILITY Adult-MOOC, to enable target beneficiaries to acquire at least a basic/intermediate level of digital-literacy, fitting the current labour market needs and individual attitude. DIGCOMP 2.0. will be tailored on the needs of adults, marginalised by the labour market, with the specific aim of making them capable of using - with confidence and critical thought – the technologies of information for communication, leisure and job purposes. That means enhance those key competences needed to effectively take part at the current “knowledge and information” society, to enable the concrete exercise of digital citizenship rights to live, learn and participate in the society. Adult-MOOC – in accordance with DIGCOMP 2.0. – with the aim of upskilling the digital competences will indirectly enhance also the cognitive ones (through capabilities laboratories), such as the representation of abstract concepts, exploitation of both inductive and deductive logic, analytic observation and categorization. Thus, it will be increased, in that way, the cross-competences of problem solving, multitasking, implementation and information in a technologically rich environment.

 

Expect impact A-MOOC  enhance digital literacy competences of fragile adults, on the basis of individualised path of empowerment aimed at the capabilities and cognitive improvement. A-MOOC shall foster the acquisition of: a) basic and advanced digital competences in support of the cognitive ones; b) a set of procedural’s knowledge relevant for the current labour market and the active participation in society, according to the recommendation 2006/962/CE; c) progresses towards the acquisition of a qualification EQF 4.. Educational pathways will be developed starting from IO1.a, in order to answer the skills needs expressed by European enterprises. The job-seeker user, after having attended the on line self assessment transparently obtains a map of debts and credits with regards to the 5 areas of competences of DIGCOMP 2.0. and - for each of them – the detailed specification of the competences resulted as consistent and those resulted as inconsistent  with the prevailing labour market needs for the jobs referenced at EQF level 4 in commerce and services sectors. For each debt will be proposed a blended training programme available on any kind of device for the on-line part and through experiential laboratories for the remaining part.    

 

Transferability potential  Capability A-MOOC will be available in all partner languages to foster the exploitation by  final beneficiaries. The transferability, typical of OER, will be further enhanced by the fact that this educational programme is participated and shared by 8 European Countries. Furthermore, the guidelines for the conduction of capabilities laboratories will make it possible to acquire, implement and uptake the whole programme in any context of non-formal education or job-orientation. The instructions for the correct exploitation of A-MOOC and the conduction of the experiential capabilities laboratories will be also disseminated with the third newsletter addressed to 200 counsellor for employability and adult educators/trainers in each partner country. The A-MOOC will be also promoted within the wide Telecentre-Europe network of 59 organisations working exactly on this field.
